The copy pool is used for restoration only if the volumes in the
primary pool are unavailable, or the primary pool itself is
unavailable, which you would tend to find only in a DR situation.

Pre-emption applies to your situation, based upon the priority of a
restore versus backup.  See the Administration Guide manual.
