I think it is reported as full, but in real life it is incremental. From dsmc:

Did I misunderstand that the Windows 6.2.1.0 client would do incremental
systemstate backups rather than fulls every night? I thought a knowledgeable
person alluded to that a few weeks ago. And, APAR IC66810 is in the fixes for
6.2.1.0. It reads, "6.1.2 AND 6.1.3 TSM WINDOWS CLIENTS WITH DEFAULT SYSTEM
STATE WRITERS ON WIN 7 AND 2008 R2 MAY GET FULL SYSTEM STATE BACKUPS"
The Activity Log says it is 'Performing a full', see below. What am I missing?
