I think you need to 'define' the new sequence step:

DEFine CLIENTOpt option_set_name option_name option_value 

 Force = No
Force = No Yes SEQnumber = number 


so:  define cliento exludeiis inclexcl "exclude.dir 'c:\notsm'" seq=8
(next higher number) should work ok

update is just for changing a current line
