Have you tried stopping and starting the service?
Does it work if you use the URL: https://<host>:16316/ibm/console ?
Is it possible that some other application has take over port 16310? When
I try to telnet to port 16310, I get
the following because the WebSphere server is listening on port 16310. Do
you get this too?

There should be a set of log files in directory:
<ac_install_root>\profiles\TIPProfile\logs\server1
The files of interest end in .log. Are there any errors in those files?

Hi All,
I've just installed the Admin Center for 6.2 on a Windows 2003 box (W2K3
R2 SP2). Initially it ran fine, but after an hour or so I noticed that
the service had stopped. Now I'm not able to get connected to the TIP
anymore, although the service is running and I can do a telnet to port
16310.
Can anyone give me a clue to what might be going on? Windows Firewall is
not active on the box.
