You only use that when you want to use a feature of TSM, where it lets you
write simultaneously to both pools.
Check out "help upd stg" under the section "COPYSTGpools"

if could just execute

backup stgpool primarystgpool toanycopystgpool... I just do not see the
purpose of defining  it on the primary stgpool
