If you are trying to get TSM to move the data to a new Tape Format
(increased density and/or tape type) you would be better served to run a
move data command.  I'm assuming you have created a new storage pool if
you've gone to a higher capacity drive type.  However, 99% means that
the tapes have to be 99% reclaimable, or only have 1% utilization.  

Have you tried bumping the reclaim threshold down to say 90% and see
what happens?  Also, I'm assuming that TSM uses the new drives just fine
for other types of processes (such as migration, storage pool backups,
etc.)?

Just so there's clarity you might want to give a general idea of how the
old and new storage pool situation is laid out, and what you mean by
"upgraded tape drives"  (could just mean newer drives of the same device
type).
