Yes,

media are overwritten until decommissioned. So shredding happens at that time. Now, to your customer, you only need to prove that you properly destroyed your tapes when you did. Optionally, you might want to prove that only your customer can access the tapes, using statically assigned volumes in his storagepool, dedicated server instances etc. That all depends on how much the customer is willing to pay for additional cost...

I'd suggest to the customer that proper certified destruction of the media and well defined procedures that that is what he is willing to pay for, and that everything extra is disproportionally more expensive and give it a good factor of 10 or more, so that if he really wants, he can get it and you can cover the cost.

DISK scrubbing is designed for those customers that don't want to destroy a disk when it breaks, but still don't want the data to leave the building.

In the end it all boils down to procedures, not technology. Stricter procedures are more expensive. Only a bank has bank-level security, and there is a r€a$on for that....
