Are you saying you're going to stop using TSM and start using some other
backup software, but that you have a bunch of tapes that you still want to
restore from?
This is generally impossible with any backup software. (There are some
exceptions like Backup Exec -> NetBackup, but they're from the same
company.)
You have three choices, AFAIK:
1. Keep TSM around for restores as longs you need them.
2. Use indexengines.com. They can parse the old tapes and do restores and
retrievals from them without TSM.
3. Do the incredibly painful process of restoring all the data, then backing
it up with your new software. Yuck.

Hi Everybody,
does anyone know any tools for the migration of the TSM meta data to
another Backup software?
I'm going to replace my TSM servers and have to explain, why I do not
migrate to another software or another OS.
Is there any software that allows to copy the meta data from the TSM-DB
to another software, so that's not necessary to export and import the
raw data from the tapes? if no one knows, it would be easy for me ;-)
