I would only condone using this if a different node name is used to back
up the .pst files than are used to back up the other files.

Do not use INCLUDE/EXCLUDE to accomplish this for a given node.
Otherwise when you run the incremental backup that includes the .pst
files, they will be backed up (if changed). Then when you run the
incremental backup that excludes the .pst files, the existing backup
versions will be expired on the TSM server, subjecting them to
VERDELETED and RETONLY settings. It is never a good idea to "bounce"
back and forth between including and excluding files like this.

If you really need to back the files up in this fashion, you can use
separate options files as you describe, but make sure each uses a unique
node name. This makes restore slightly more complicated in that you'll
need to remember to run the restore for both nodes.

A (perhaps) simpler approach would be to just let the "other files"
backup also back up .pst files (if it can), then schedule a separate
backup to run later that targets the *.pst files specifically. This type
of play is called a "punt". :-)
