[ADSM-L] Fw: Remote tape drives

Only if it's eligible - but how it's measured changes.  Unused space on the
volume (measured against Estimated Capacity) counts toward reclaimable
space (because it is, in a way - it's space that has nothing stored on it,
but isn't writable), so a volume that's 25% utilized, with nothing expired
from it yet, will reclaim if the reclamation threshold for the storagepool
is set at 60%.
