You have not activated the policy set that contains the testclass
management class.  Run this command:
ACTivate POlicyset newdomain newset

The fact that you saw "Changes Pending: Yes" for the management class
and copy group indicates that you need to do this.

In the TSM client, run q b filename to see what management class your
file bound to.  If it doesn't show the management class you expect, then
there is probably a problem with your include/exclude options.
