In the original document I read, you are supposed to put this in the
dsm.opt, not the dsm.sys (For Unix)

Also, it looks like both work:
dsmc i FILE -testflag=DISABLEATTRIBUPDATE
dsmc i FILE -testflags=DISABLEATTRIBUPDATE

The TSM doc says that the option is "testflag" (singular).
