No, you can't configure the two libraries as one for several reasons,
one of which is they have slightly different commands, and formats.  The
other is that if a tape in Library 1 was requested to be mounted in a
drive in library 2 the request would bomb, and the tape would be set to
unavailable.

The best way to move a storage pool is to create a new one that points
to the second library, then set the disk pool to use the new tape pool
as it's migration destination.  Then you can at your leisure migrate the
data from the old pool to the new.

With all that, if there is a product that could make sure TSM doesn't
try to mount tape from lib1 to a drive in lib2 that would be a neat
thing.
