Yes, it is documented as being for other than 3494 libraries.  There
are situations where some command forms will work anyway, and where
you're stuck, it's worth trying - nothing to lose.  Over the years
I've had to deal with impasses where there was little apparent
recourse, and only by trying things did the solution become apparent.
