[ADSM-L] Quantum VTL not returning tapes to scratch?

To any other Quantum DXi5500/3500 users:

TSM seems unable to return expired dbbackups and tapes whose data has been
'move data'd off to scratch - we have to check them out and in again with a
label overwrite=yes.

This doesn't seem right, so I'm wondering if all other Quantum VTL users
experience this behaviour, and how they get around it.
