The historic List consensus is that such is needed when, despite
realistic tuning and schdule adjustments and waste pruning, the TSM
server is becoming unable to meet daily demands within a 24 hour period.

There may remain, however, opportunities to improve throughput by
means of infrastructure improvements, such as adding processors to a
multi-processor box, going to next-technology tape drives, adding
higher-RPM disks, etc.  Most sites strive to avoid adding to the
workload of costly administrators, and so endeavor to improve on
hardware - which is often due by the time it is perceived that the
current server is straining to meet demands.
