Because that's not a legal operation.

You need to tell us what problem you are trying to solve.
If your Recovery Log ran out of space, see the instructions in the
Admin Guide topic:
"Recovering When the Recovery Log Runs Out of Space", where the
operation to be performed is 'dsmserv extend log', after having
prepped a log volume.
