Yes, there are reasons. While you're reusing the tape, there is
still old
data on the "unused" part of the tape that can be read with other
tools.

True, but tape storage and utilization is supposed to occur within
the confines of a secure facility.  Physical security is a
fundamental pre-requisite, with trustworthy staffing being a close
second.  Where media has to exit its secure confines, as for offsite
storage, encryption can be employed to protect information.  And
there are services available to thoroughly destroy retired media.
