It's more than just java, another thingy is required.

When you have the admin GUI open, select VIEW -> SOURCE from the browser
menu to see the html.
Scroll all the way to the bottom.
It tells you the level of JDK you need, on top of java.

I now have Java 2 Runtime Environment, SE version 1.4.1_02,  And I  have
a server command line on 4 out of 5 TSM servers. On one of the servers I
am still
seeing the Red X on the left in the gray box where the commands are
entered.
When I click in the box's I get the following messages.

Loading Java Applet failed on the Server Command line &  Applet not
Initiated.
