Thanks Andy.

I did check from TSM activity log, nobody is using it.

I did check from library GUI and tapeutil, those tapes are actually in the
slots not in drives.

I did shutdown TSM Server/Library (TS3310) and restarted Library/TSM Server,
still see those tapes are mounting and "In Use".
