Tape drive not showing in Device Manager

TSM Server 5.3.2.0
3590E tape drives fibre attached.

There are 5 3590E drives in an IBM2109 SAN switch zoned to the HBA in the TSM 
server. If you issue the QUERY SAN TYPE=DRIVE on TSM
it shows all 5 tape drives. If you display the TSM Devices in teh TSM 
management console (MMC plugin) it shows all 5 drives, with
\\.\Tape(x) and MTx.x.x.x values, but the one drive has a WWN of all zeroes. 
TSMDLST shows all 5 tape drive. Now in Device Manager
you can only see 4 tape drives. The 5th drive isn't listed anywhere. There is 
no Unkown devices and re-scanning for hardware changed
does not cause a new Tape Drive device to be created. Using the Emulex utility 
you can see all 5 tape drives.

At one time the device was there as there is a path defined in TSM. If the 
device wasn't there initially you wouldn't be able to
define the path.

Anyone have any ideas on why Windows just plain will not "see" this device and 
add it as a valid Tape Drive???
