That says to me that the tape that had been in DRIVE36 contained a portion
of a file that was continued on the first tape required in the reclamation
process. (TSM regularly spans a file across two tapes when the first tape
isn't long enough to contain the entire file.) When the tape became
available, the reclamation process started.
