reclamation/move data problem

I've had problems lately getting reclamation to run on a particular
tape.  It has also resisted efforts to manually do a "move data" on it,
throwing out the errors listed below...

I see on IBM's website that there was apar:IC48731 listed for this
issue, where they state it would be fixed in 5.3.3.1, or 5.3.4.
However, they seem to have closed the apar already when neither of these
fix versions is out.  Do they generally close the apar before the fix
version is out, or did I miss the part where they said what I should do
about it?
