We don't have the needed context of the db restoral, but the above
message suggests to me that the db backup was performed on a rather
different instance of TSM than the one where restoral is being
attempted. A db restoral across version levels usually works in
"restoring up" to a later version server, but won't work in a
"restore down" to a lower version.
