Indeed it was an inittab entry.  Thanks to RClark and some kind folks at TSM 
development.

isc6 looks suspiciously like something that would be added to inittab to
start the ISC at reboot.

I suggest you check the output of "lsitab -a" to see if there is an old
entry from a previous install try in inittab.

Rainer Tammer also posted a note to the adsm-l list about manual uninstall
docs being included with ISC. If you search for "stuck ISC install" at
"http://my.adsm.org/adsm-l.php";; the info should pop right up.
