I am not an expert on filter and other Windows drivers, but basically a 
filter driver is a piece of software that runs in kernel (privileged) 
mode, so it has access to the system memory and hardware. It gets its name 
because it "filters" (intercepts and manipulates) I/O requests. For 
example, antivirus scanners are typically implemented as a filter driver, 
as is the TSM LVSA which is used for online image and OFS backups. CDP is 
implemented as a filter driver to detect I/O requests, which is how it 
figures out that files are changing.

I think I got that right...   :-)
