According to the Admin Ref, to define a path from a datamover to an
external library manager do the following:

EXTERNALManager
Specifies the location of the external library manager where IBM Tivoli
Storage Manager can send media access requests. This parameter is required
when the library name is an external library. Use single quotes around the
value of this parameter. For example, enter: 'c:\Program Files\bin\elm.exe'
