I take it you don't have more than 9999 volumes in this storage pool. From
the help section for upd stg:

Enter the maximum number of scratch volumes that can be requested by the
server for this storage pool.
The value must be a number from 0 to 100000000.
After the server uses at least one scratch volume in this storage pool,
the server uses this value to estimate the total number of volumes
available in the storage pool, and the corresponding estimated capacity
for the storage pool.
