This is probably related to APAR IC36609 which has been fixed in 5.1.8.0.
Why don't you upgrade to the latest 5.1 level, which is 5.1.10.0?

Try an audit volume for this tape. If you see that it has repaired files,
you will have to do a move data for the tape.
