Perusing redbooks, I came upon a good general source of TSM problem
analysis guidance in an unlikely place:

 Certification Study Guide for IBM Tivoli Storage Manager Version 5.2
 (http://www.redbooks.ibm.com/abstracts/REDP3934.html)
Its chapter 6 is an excellent place for new customers to start,
and 6.2.3 poses questions that are worth reviewing before posting.
This redpiece also has a nutshell summary of the product, as well
as deployment guidance.  Worth a look.
