Norman,

This looks like a direct hit. This is an "issue" with the
Exchange Server 2003 SP1 new optimization feature.
It applies to any backup application that uses the
Exchange Server backup and restore API for performing online backup.
That is why Microsoft put out a hotfix for Exchange Server for this.
I recommend that you apply the hotfix.
