Given that you want user Backup to have its way with the client system, you
should not feel squeamish about giving it sudo capability, which will achieve
your goal in an OS manner.

For a TSM style approach, read the Admin Guide manual's discussion on access
powers, particularly "Managing Client Access Authority Levels".  See also the
client manual topic "Tivoli Storage Manager client authentication".
