Our Exchange guys didn't read the manual closely enough, they indeed forgot
to specify the /EXCSERVER parameter.

Have you tried the different hints and tips that I
have given previous ADSM-L members about addressing this error?
It usually boils down to a permissions issue or if running in a cluster,
you forgot to use "/EXCSERVER=virtual-exch-server-name" option.
