If I understand your question correctly, the answer is "no".  When data is
restored, it always comes from the primary storage pool.  The copy storage
pools are only there in case volumes in the primary pool(s) need to be
recovered.

Putting the copy pool on JBOD to enhance performance is not going to help
you.  You really need to look at enhancing the performance of your primary
pool(s).
