This sounds similar to a problem we had last month. We were trying to
restore 2.7m files back to an NT client, but found that the restore failed
after about 1.5m files and took down the server with it.

In our case, the problem was APAR 39700. This describes certain situations
in which the TSM client can crash the server. However the IBM support guys
suggested it can apply to any scenario in which one session of a
multi-session restore fails unexpectedly. The result of such a failure is
to bring down the TSM server.

By trial and error, we got around it by only running a single session and
upgrading the client from 5.1.6 to 5.1.7. In fact, doing one or the other
would probably have worked. The documentation for APAR 39700 also describes
how to use a client trace flag to disable No Query Restores as a work
around.

This may not be the same as your situation, but thought I'd share it with
you just in case.
