As far as I know, the thing that triggers the change from 0 to 1 DRM
licenses in use is the execution of one or another of the administrative
commands added by DRM.

I am guessing that you are refering to the output of a 'query volume'
command or a 'select' command from the 'volumes' table. In either of
these contexts the indication that a tape is a scratch tape means that
the tape was taken from the scratch pool when TSM started writing data
on the tape (as opposed to being permanently part of a particular
storage pool by virtue of a 'define volume' command).
