I don't know if you can build on this, but the following command will
create the files DUMMY1.TXT to DUMMY100.TXT in the current directory (or
append to them if they already exist) and add the date and time as two
lines to the end.

FOR /L %a IN (1,1,100) DO DATE /T >> DUMMY%a.TXT & TIME /T >> DUMMY%a.TXT
