I would change your processes to be:
backup primary disk storage pool to copy storage pool WAIT=YES
backup primary tape storage pool to copy storage pool WAIT=YES
start migration.
Going from disk to tape is a lot faster that tape to tape. And if you're not
waiting for processes to finish, that could be the reason that you have data
that hasn't been copied to copypool.
