TDP for Domino upgrade

I am upgrading from TDP for Domino v4.1.2.12 to Tivoli for Mail 5.1.5.  I
am having difficulty with the install and always get the error ACD0057E,
even when installing to the default location.

Do I need the full install kit with the license files or am I missing
something?

I am installing to an NT4 box.
