Yes,

TSM treat those files as changed and they will be backed up again.

 When the client has been set to back up NTFS security information - and then 
the security on some files/folders are changed (user/group permissions etc) - 
will all the files then be backed up again (full size) - or how is this handled 
by TSM ??
