The TSM client does not have a feature as such to back up only the
permissions. With that said, the adaptive subfile backup feature could
mitigate some of this. Note that the first time TSM backs up a file after
enabling subfile backup, the complete file will be backed up. So if you've
already gone and changed your permissions, then you can't avoid the backup
of the entire file. But if you are already using subfile backup, then I
would expect that changing the permissions would not require the complete
file to be backed up.

I do want the NTFS permissions, but the permissions only.  If a 1GB file
has not changed in the way of data, then I just want the change in
permission, not the file itself.

I understand that such a full backup could be hard on backup resources,
but my question would be: why would you want to get around it? NTFS
permissions are a vital part of a file's metadata.
