I verified all the installation parameters and the catalog files.
effectivelly the tdpo.opt was badly configured. Now I have a new error
message but i think that it's the same problem : 

rc=2230 ,dsmRCMsg error rc = 610 Unable to open message text file.

The TDPs are based upon the TSM API; hence, you can find error numbers in
the API manual.  406 suggests that your API options file isn't where it
should
be.  Review your installation steps relative to manual and Readme
supplement.
