As this is the TSM server, I personally would prefer to have it not
consuming a lot of paging space. vmtune settings and properly configured
BUFPOOLSIZE ought to achieve the good results.
Increasing the size of paging space very often hides memory leaks for
longer periods (causing sometimes disk contention and processors
overutilization).

Your posting doesn't indicate that system statistics point to any dsm*
process being the oinker, so definitely look into that: you may find
unexpected processes hanging around with acquired memory.
I would also strive to configure my system with at least twice as much
virtual memory disk space as real memory capacity.

If the issue is the TSM scheduler or web client, then the Client Acceptor
Daemon
is what you should look into using, being designed to obviate memory
rentention
issues.
