We've installed several IBM3583 libraries with TSM *without* RSM. Download
the latest Ultrium drivers and install them. Then the TSM SCSI driver will
recognize that the tape drives will use the native driver and the library
will use the TSMSCSI driver. Make sure that you enable Optical support at
boot time for the TSM device driver.

We have this running on TSM 4.2, and 5.1 servers. Just installed a new 3583
with LTO-2 drives. SCSI attached. We've even installed 3583's with the fibre
option (SAN Data Gateway). Haven't tried one with 5.2, yet.
