Does Data Protection for Exchange require two ITSM Client Licenses?

Reading through the Data Protection for Mail Installation and User's Guide,
it looks like two Client Licenses are required.
One for the Exchange agent, to backup the databases and
one to run the Backup archive Client for everything else.
So, to backup a single exchange server, we need to purchase:
one Data Protection License, and two ITSM Client licenses?
Is this true?
