If this was not possible on the original database, it ought to be
considered a bug, proved as re-createable and reported through support to
an APAR (if one is not already opened).
If the behavior seen was there before the backup (if you can check it), it
ought to be normal. Check in Notes:
1. File -> Database -> Access Control...
2. Look is the server in question specified as "User Type: Server" or as
"User Type: Unspecified" in Basics tab (former is good, latter isn't)
3. On Advanced tab look for the checkmark in front of "Enforce a
consistent Access Control List across all replicas of this database"
(checked is good, unchecked is not)

Only if both 2&3 are good on the original, the backed up version will not
provide the access. If any of them is not set, the access is given
according to Lotus Notes/Domino rules (and the issue is not a TSM one).

After restoring a Domino mail database, we were able to open the person's
mailbox even though the use had a password on the file. Is this because we
opened the file from the Domino server and the server id is all powerful?
