Don - Each client manual explains the rules for Backup candidacy, which
      your user can refer to.  And what happens depends upon the type
of backup you perform.

You did not say what kind of client; but whereas you indicate NFS, it
is likely Unix.  If it's Unix, a technical point, to avoid confusion on
the part of the user: Unix does not track file creation date...just
modification and reference dates.
