NO. you cannot restore any data using copy pool volumes. These r used to 
restore the
primary stgpool or primary stgpool volumes.

Since this is a disaster scenario, (it is assumed) you would have lost your 
primary
tapes.... all the tapes which you want to restore from, mark them "destroyed" 
in primary
pool and then run the command "restore stgpool (poolname)....." this will 
restore the data
in primary pool on new volumes. Then you can restore the data u wish to.
