If you have colocation turned on for a storage pool, and lots of filling
tapes, look at your 'maxscratch' setting for that storage pool.  If you have
200 clients using that pool, and a maxscratch of say 250, TSM will have a lot
of filling tapes (depending on the size of the clients, and the maxcap of the
tapes).  If the maxscratch is high, set it lower, and 'move data'.  That
should free up some tapes.
