Yes, we went through this exact same issue this week. We upgraded AIX and
TSM in the same fashion.  We upgraded to 5.1.6.3 though as the only
difference.

The root cause in our environment (after running FTP tests to see what in
the heck was the issue) is an 'intermittent' TCP cycle slowdown due to an
AIX TCP processing issue. This is fixed by APAR IY36925. I'd double check to
make sure this fileset fix is a right fit for your env, but this sounds much
like what we experienced (we had about 100 sessions running late and at a
crawl).

We had a server upgrading from TSM 4.2.1.11 to TSM 5.1.6.1. We also
upgraded AIX from 4.3.3 to AIX 5.1 ML_3 with 64 bits feature turned on.

When we performed DB backup; the thruput was improved from 11 minutes to 6
minutes. However when we backed up NT workload; It ran fine for a while,
then, it started to slow down to a snail speed. We had placed calls to IBM
and Tivoli, we do not any good answer yet?

Does anyone had similar experience?
